Piers AI Compliance Engine
AI that flags. Humans that verify. Brokers that act. Piers audits customs declarations across six data sources and three jurisdictions \u2014 with every finding reviewed by a qualified customs professional before it reaches your compliance team.
Most AI compliance tools are black boxes. Piers is not.
AI-generated classifications without human verification create regulatory risk. A misclassification that saves duty today becomes an audit liability tomorrow. Piers is designed for accountability: every output is traceable, every finding is reviewable, and every action sits with a qualified professional.
Black-box AI
- No audit trail for how a code was selected
- No human review before output reaches the client
- Cannot explain classification logic to HMRC or CBP
- Creates liability if the classification is wrong
Piers AI
- Every finding includes regulatory reference and confidence score
- Licensed broker / qualified practitioner reviews every output
- Full audit trail: data source, matching logic, review decision
- Client receives actionable findings, not raw AI suggestions
Why it matters
- HMRC and CBP expect explainable compliance decisions
- Procurement teams need a defensible AI governance story
- ISO 27001 and SOC 2 auditors require documented oversight
- Your customs agent or broker can defend the finding
Four Layers. Full Oversight.
Piers operates in four sequential layers. No finding reaches the client without passing through all four.
Automated Ingestion and Analysis
Piers ingests customs declarations, commercial invoices, packing lists, certificates of origin, and freight documents. It cross-references commodity codes, procedure codes, customs values, and preference claims against current regulatory requirements across UK (CDS), EU (UCC), and US (ACE) jurisdictions.
Anomaly Detection and Pattern Matching
The engine identifies discrepancies, overpayments, misclassifications, and compliance gaps — flagging each finding with a confidence score and regulatory reference. It matches patterns across tariff schedules, regulatory change notices, and historical filing data to surface issues that manual review misses.
Licensed Broker / Practitioner Review
Every finding is reviewed by a qualified customs professional before it reaches you. In the US, this means review by professionals licensed under 19 USC §1641. In the UK and EU, by practitioners with equivalent regulatory standing. You receive actionable findings, not raw AI output.
Continuous Learning Loop
Piers improves with every declaration it processes. Classification patterns, common error types, and jurisdiction-specific nuances are fed back into the engine — making it more accurate over time while maintaining the human oversight that regulators and auditors expect.
What Piers Audits
Six core audit capabilities, applied across every jurisdiction MCI supports.
Tariff Schedule Matching
Cross-references declared HTS/CN codes against the current UK Trade Tariff, EU Combined Nomenclature, and US HTSUS. Detects misclassifications, chapter heading mismatches, and suffix errors.
Regulatory Change Monitoring
Tracks HMRC tariff notices, EU Official Journal amendments, US Federal Register notices, and CSMS bulletins. Flags entries affected by rate changes, scope expansions, or new exemptions.
Origin and Preference Validation
Audits declared origin against certificate of origin data, rules of origin under FTAs, and preferential rate eligibility. Identifies missed preference claims and invalid origin declarations.
Duty Recovery Identification
Identifies overpayment patterns across RGR, Drawback, PSC, and IEEPA protest routes. Calculates recoverable amounts and deadline windows per jurisdiction.
CBAM and Regime Overlay
Applies CBAM reporting obligations, Section 232/301 tariff schedules, IEEPA rate overlays, and AD/CVD duties to declaration line items. Flags unreported obligations and recovery opportunities.
Compliance Scoring
Each declaration receives a compliance score based on error frequency, error severity, and recovery potential. Exception reports highlight the highest-value findings first.
How Your Data Is Protected Inside Piers
Your declaration data never leaves your isolated environment. Piers operates within MCI\u2019s per-tenant architecture.
Per-Tenant Isolation
Dedicated AWS S3 prefix and KMS Customer Managed Key per client. No shared data environment.
Row-Level Security
PostgreSQL RLS on every table. A breach of one tenant cannot expose another through any failure mode.
ISO 27001 Path
All 93 Annex A controls mapped and in active implementation. Certification target Q4 2026.
Full Audit Trail
Every Piers operation is logged via AWS CloudTrail. WORM-protected. Evidence retrievable on demand.
Piers Flags. It Never Files.
Piers is an audit engine, not a filing tool. Every corrective action sits with the licensed broker or appointed customs agent.
What Piers does
- Ingests and cross-references declaration data against source documents
- Flags misclassifications, overpayments, and compliance gaps
- Attaches confidence scores and regulatory references to every finding
- Surfaces recovery opportunities across RGR, Drawback, PSC, and IEEPA routes
- Delivers a reviewed, audit-ready exception report
What Piers never does
- Determine or guarantee a commodity classification
- File, prepare, or submit customs entries to any authority
- Operate without human review of every finding
- Share data between tenants or use client data for model training
- Replace the judgement of a licensed customs professional
